The roadmap builds on Governor Moore's January 2024 executive order that launched the state's AI transformation journey. Led by DoIT Secretary Katie Savage and Senior Advisor for Responsible AI Nishant Shah, Maryland has already begun laying groundwork through employee training programs and low-risk pilot initiatives.

The state's comprehensive strategy focuses on five core areas:
