Vietnam is making bold moves to become a regional AI leader, announcing plans to release an updated national AI strategy and comprehensive AI Law by the end of 2025. The initiative positions artificial intelligence as core national infrastructure, similar to electricity or telecommunications.

Why Vietnam Needs an AI Strategy Update

The country's current 2021 AI strategy has become outdated due to rapid technological advances. Associate Professor Dr. Nguyen Xuan Hoai, Director of the AI Academy, highlighted that AI applications like ChatGPT, Gemini, and Copilot have created "technological shocks" that require swift policy adaptation.

According to government officials, Vietnam recognizes that AI will become a new production force over the next 10-15 years, with data and knowledge serving as essential production materials that determine national competitiveness.

Key Government Initiatives

National Infrastructure Investment:

  • Building a national AI supercomputing center
  • Creating shared open AI data systems
  • Popularizing AI nationwide to "double social intelligence without increasing population"

Human-Centered Approach:

Minister of Science and Technology Nguyen Manh Hung emphasized that AI must serve humans, not replace them. The development strategy focuses on making AI "fast, safe, and humane," with artificial intelligence acting as an assistant that supports human decision-making.

Strategic Vision for the Future

The updated strategy addresses new concepts like technology diplomacy and data diplomacy, recognizing that AI development requires international alliances and cooperation. General Secretary To Lam stressed at the National Congress that data has become a critical production resource for the digital economy, with countries risking falling behind if they miss this opportunity.

Vietnam's approach acknowledges challenges in awareness, system complexity, and data culture while viewing these updates as opportunities for national intelligence and resilience to flourish.
