STL Partners' 9-Factor Framework Reveals Where Telecom Operators Stand on Generative AI
STL Partners’ 9-Factor Framework Maps Telecom Operators’ Generative AI Progress
Research firm STL Partners has released a tracker assessing how far telecom and broadband providers have come with generative AI, now covering 826 projects across 120 operators worldwide.
The 9 factors span three categories:
Internal adoption (1 factor):
- Breadth of business areas using AI (network planning, customer service, back-office)
Productization (7 factors):
- AI physical infrastructure (data centers, compute, network capacity as AI supply)
- B2B applications (analytics platforms, automation tools for enterprise customers)
- B2C applications (consumer-facing features: chatbots, personalized recommendations)
- Own AI model development (building proprietary models using network or customer data)
- Sovereign AI propositions (AI offerings keeping data and models within national borders)
- Third-party AI distribution (reselling or integrating hyperscaler and specialist AI products)
- Other initiatives (innovation hubs, startup partnerships, workforce upskilling)
Governance (1 factor):
- Responsible AI use, data privacy, and sustainability of AI deployments
What the data shows: Productization dominated recent activity, accounting for 57% of new generative AI announcements. B2B solutions reached a record 50% of additions, while B2C consumer applications lagged at just 7% — reflecting continued difficulty monetizing AI for residential customers.
The readiness gap for smaller operators: Telecompetitor’s own rural broadband survey found 91% of 132 rural providers expect AI to reshape their business, yet only 1% have integrated it into core systems and 82% lack a formal AI plan.
