India’s Kerala Launches a Two-Track AI Strategy with ₹40 Crore Investment

India's state of Kerala is making a structured bet on artificial intelligence — not with one broad initiative, but with two complementary AI Centers of Excellence designed to cover distinct territory.

Working with the India AI Mission under the Ministry of Electronics and Information Technology, Kerala has received administrative approval for both centers, with ₹20 crore (approximately $2.4 million USD) allocated to each.

Two Centers, Two Focus Areas

Bio-AI Centre of Excellence — Kerala Startup Mission, Kochi

This center connects Kerala's biodiversity and Ayurvedic heritage with modern AI capabilities. Powered by the 'Tejaswi' Supercomputer at CUSAT (350 TeraFLOPS), it targets life sciences, genomics, and agri-tech. Over four years, it aims to:

  • Incubate 48 deep-tech startups across four annual cohorts
  • Train 1,200 professionals in bioinformatics and generate 600 direct jobs
  • Develop 20 proprietary IP assets in drug discovery, agri-tech, and genomics
  • Deploy AI tools targeting a 20% income increase for over 40,000 spice farmers

General-Purpose AI Centre of Excellence — Digital University Kerala, Thiruvananthapuram

This center bridges research and commercialization at a dedicated 10,000 sq. ft. facility. Digital University Kerala is India's first university empanelled by CERT-In as an Information Security Auditing agency. It will focus on startup incubation, applied AI research, and sector-specific AI solutions aligned with Kerala's economic needs.
