KPMG Survey: Half of Japanese Workers Now Use Generative AI at Work — Governance Drives the Efficiency Gap
A KPMG Consulting survey released July 29 covering 2,788 executives, managers, employees, and public-sector staff across 16 Japanese industries found that roughly 50% of respondents use generative AI for work. The findings point to a clear pattern: companies with structured AI governance rules are seeing measurably higher efficiency gains than those without.
Which Industries Are Ahead
Telecommunications, information services, and electronics manufacturing are the clear leaders. Around 30% of respondents in these sectors said their employers allow access not only to contracted AI services but also to other services upon application. Industries with more physical work and government agencies lagged behind, with more than half saying no AI services were accessible at their workplace.
Governance Rules Drive Results
The survey's most actionable finding concerns the relationship between AI governance and reported efficiency gains. Among organizations where AI guidelines had been established at the department level, 39.7% of respondents said workloads had decreased after introducing generative AI. At organizations with no AI rules at all, only 22.5% reported workload reduction — a gap of 17 percentage points.
Shadow AI and Data Concerns
About 14% of respondents said they had entered work-related information into personally used generative AI tools — a behavior KPMG flagged as a governance risk. Concerns about data sovereignty were also notable: 35.4% overall saw risks that information entered into AI systems could be used in unintended ways, rising to 43.9% in finance and real estate.
The survey adds to a growing body of evidence that the ROI gap between AI leaders and laggards is increasingly a governance question, not a technology one.
